IL-EMPOWER – Illinois State Board of Education School Improvement Process

The Illinois State Board of Education (ISBE) has selected Roosevelt University’s Balanced Literacy Project as one of 30 vendors to work with low performing schools.

IL-EMPOWER is ISBE’s new statewide system of support that will replace the single-provider model currently in place and empower schools with greater choice and voice in the school improvement process. Schools, districts, partners, and ISBE will work together to promote shifts in pedagogy and build staff capacity.

Roosevelt University will work with schools in the greater Chicago area. Details have yet to be determined, but if your district or your school is interested in working with us and is among the schools that IL-EMPOWER includes, please contact Dr. Margaret Policastro at

The funds for this program are federal school improvement monies that ISBE controls. Costs for the program, if the school is included in the IL-EMPOWER list, should be covered by the state using these federal funds.
